The story

Wood Elf Rogue Miniature

Wood elf rogues are the reason the border treaties are worded so carefully.

Nothing in those documents says anything about people who do not technically cross. A rogue who has spent a lifetime in a canopy does not use roads, does not trigger a border post, and does not appear in any account of who entered the kingdom that year — which makes them extraordinarily useful to the courts that employ them and extraordinarily difficult for anyone to complain about afterwards.

The complaints, when they come, are always about something else entirely.
